Discussion of news (and short intro to ring signatures)

We will have a list of **important/interesting news** items that took place in the last month and we will have **open discussions** on the the subjects. If you want to **add a topic** to the list **please comment** with it. It would help if a link(with a tweet or article) is provided. If time allows, there will also be a short introduction to ring signatures as a technology that could be used in conjunction with taproot.
